[KIP 0000010] Blacklist Ado's hacker wallet and give Ado his $kitty back

Abstract

Ado's wallet got hacked. The Committee blacklisted the hacker's wallet so they can't sell them. The Committee now asks you to allow them to send Ado his $kitty back.

Motivation

On November 16th, Ado's $kitty wallet got hacked. The hacker sent the $kitty to a new wallet. To prevent a sale and to secure Ado's $kitty, the Committee froze the hacker's wallet by using the setBlockedAddresses contract's function. The Committee is asking the DAO to ratify this decision and to transfer Ado's $kitty back to him by using the DAO's treasury. The hacker's $kitty would be effectively burned forever. If you reject this proposal, the hacker’s wallet would be unblocked.

Emergency proposal

As this proposal involves a security event that forced the Committee to act on its own, this proposal has to be an emergency proposal so the DAO can ratify the Committee's decision as soon as possible.

This proposal will proceed directly to the voting phase, supported by the required number of senior members based on the number of committee members who approve the "extreme emergency" status:

• 20 senior members if supported by 3 Committee members
  • 20 ✔️ by senior members on proposal final draft

• 15 senior members if supported by 4 Committee members
• 10 senior members if supported by 5 Committee members
