This proposal establishes the minimum quorum requirement for Lightchain AI DAO governance. The quorum defines the percentage of total voting power that must participate in order for a proposal to be considered valid.

This decision will set the default quorum standard for all DAO proposals unless explicitly changed by a future governance vote on mainnet.

Resolution Criteria
