This proposal is a revision and supplement to the early community incentive system based on LIP53.
The revision primarily improves the financing incentive standards and the total amount of quarterly retrospective incentives.
In the proposal for the S4 community incentive system, the community set a financing incentive of 0.5%-5%, but did not specify detailed rules. With the increasing number of community financings since S9, and to reduce the governance costs of case-by-case handling, further supplements to the financing incentives are made.
Based on the vote of the S9 BD virtual group, the community plans to use the following financing incentives:
Community members can choose to receive incentives in either LXPU or LXP.
In LIP53, the community approved the use of LXP for retrospective incentives but did not specify the total amount of quarterly incentives.
The total amount of quarterly community retrospective incentives in LXP will be 5% of the net expenditure of the main treasury for each quarter.
The retrospective incentive evaluation for each item will be based on: 80% active member allocation + 20% community member allocation.

In OP’s first fiscal year budget, the proportion of retrospective incentives was 5.85%
(April 20, 2022 → April 19, 2023).
In S9, a voting committee consisting of 16 active community members evaluated and allocated the retrospective incentives for the community.
In the first round, unrestricted free allocation was used, with a median value of 2800 and an average value of 3150.
By applying the calculation rule (removing the 3 highest and lowest values and averaging the remaining), the weighted average was 2825. These three figures are quite close to each other.
This fluctuation range can be interpreted as roughly representing the community consensus.
The net expenditure of the main treasury for S9 was 65,000 U, and this fluctuation range accounts for 4.3%-4.8%.
Rounding this figure results in 5%.
