Compromised Assets Policy V 2.0

This vote is to add an addendum to the Stolen Monkz policy that covers Stolen Eternals. Because of the special role that Eternals play in Ascension, this addendum seeks to put in place the ability to recover Eternal NFTs if they are stolen. The process does not mint or burn any Monkz, but is best described as a "swap". Please see the attached link for additional details. A vote in favor supports the addended policy.
