Community Consultation Policy — Authorization of Proposal Discussions in Non-Official Groups

Proposal Summary This proposal seeks DAO approval to officially authorize the discussion of any DAO proposal in non-official groups — before, during, and after submission — while maintaining that only DAO members can vote through official governance channels.

Problem & Rationale Proposal discussions already occur naturally across multiple Telegram groups or X or any socials platforms, but without an explicit rule, leading to confusion and unnecessary moderation friction. Many community members wish to contribute ideas without taking on formal DAO roles. Clarifying that these discussions are allowed increases transparency, supports decentralisation, and improves proposal quality without affecting official governance procedures. This policy protects the integrity of the vote while expanding constructive community participation.

Objectives & Strategic Fit Confirm that all discussions related to DAO proposals are allowed outside official channels. Reinforce that only official governance channels handle voting and binding decisions. Encourage broader participation and community input, fully aligned with the Community Working Group’s mission. Strengthen decentralisation and transparency, in line with Redbelly DAO’s Founding Principles.

Scope of Work & Deliverables (No operational work or budget — simple governance clarification.)

Framework (for confirmation by the DAO) If approved, the DAO formally adopts the following principles:

1. Free and open discussion Any DAO proposal may be discussed freely in any non-official community group, before, during, or after submission.
2. Voting restricted to official DAO channels Binding votes and decisions occur only in Snapshot and official governance systems.
3. Freedom of debate Community groups may host questions, criticisms, commentary, summaries, or general discussion on any proposal.
4. Participation of DAO roles Council members, Leaders, and Contributors may join these discussions for clarification purposes, without directing voting outcomes.
5. Proposal refinement allowed Authors may freely use feedback from non-official groups to improve or rewrite their proposals before or after submission.
6. No penalties for external discussion No member may face moderation action or consequences solely for discussing a proposal in a non-official group.
7. Recognition of community diversity The DAO acknowledges and values the multiplicity of external groups, cultures, and perspectives across the Redbelly ecosystem.
8. Optional clarification disclaimer Groups may use this line for transparency:
“This is an open discussion. Voting happens only on Snapshot.”
