[SIP-1, SOON Improvement Proposal] Token Burn and Buyback Program in Response to July 5 Potential Market Manipulation

On July 5, 2025, $SOON token suffered a coordinated market manipulation attack, dropping 41% from $0.22 to $0.13. Attackers withdrew 22M tokens from exchanges and exploited derivatives markets. In response, SOON Foundation proposes burning 30M tokens (3% of total supply): 7.7M from unclaimed airdrops immediately, and 22.3M through buybacks.
