D00015 - Applying for a DAO-funded DAO Manager role

Author(s) - Kyozu Category - Process Summary - To maintain smooth DAO operations I believe we need a DAO Manager for housekeeping and I'm applying for it.

Motivation - With my past DAO Rep experience, my activity, and my passion for the project I believe I'm fit for the DAO Manager role to ensure the DAO runs at the bare minimum.

Rationale - Whether you like the DAO or not, we re-established the DAO about 10 months ago and sit on a big pile of DAO funds. The DAO should be able to operate as much as possible independently from the Team and without DAO Reps or sufficient Team involvement, no-one is keeping track if DAO proposals adhere to the DAO framework or apply the templates, no announcements are created, no-one reports back on outcomes of completed votes. Community or team can apply for funding but without people to check the process or promote the DAO it will never be a success. Therefore, I think a DAO Manager role should be created to focus on such tasks (outlined in the Specifications).

Specifications - The DAO Manager role focuses solely on: Maintain the framework (ensures the templates are used, if not sent the author back to the drawing board) Accommodate the DAO (hosts the votes) Communicates about the DAO (Makes announcements, sent reminders, reports the outcome of each vote) both on Discord and Telegram. (Bonus task 4. Moderate Discord (swing the banhammer from time to time))

Implementation - Create the DAO Manager role on Discord and assign, all other tasks can be executed from the moment onwards.

Vote options - Yes - meaning in favor of the role and applicant, No - meaning not in favor of the role or the applicant.
