Abstract

This proposal aims to determine the second-term Guild Heads and Group Leads as required by the white paper. According to the definition of Guardians in the white paper, 5 Guild Heads will become Sword Holders, i.e., Guardians of Resolutions; Guild Heads + Group Leads will collectively form Governors, i.e., Guardians of Governance. Candidates will fill out the required election content in the forum's public discussion area, participate in a public campaign presentation meeting, and finally initiate governance voting.

Background

According to White Paper https://buidlerdao.gitbook.io/buidlerdao-whitepaper/zu-zhi-he-shen-fen/zu-zhi-jie-gou/shou-hu-zhe definition:

Guardians are an additional identity held by some community members. They are interspersed among various guilds, responsible for coordination, liaison, etc. According to different functions, they are divided into Partners, Governors, and Sword Holders, guarding nodes, governance, and resolutions respectively.

Governor, i.e., Guardian of Governance, will undertake key governance functions as required by the white paper:

Key responsibilities include forming and leading working groups, supporting goal achievement, promoting community governance, financial supervision, maintaining community norms, and accepting community members' arbitration applications.

Sword Holders, i.e., Guardians of Resolutions, will undertake functions such as anti-malfeasance and treasury management as required by the white paper:

Ensure the community develops in the right direction and avoid potential node malfeasance. They have veto power over any resolution (except the unalterable rules constrained by the founding constitution).

Multisig: Sword Holders are also the treasury multisig holders, and assets can be operated with more than half approval, such as 4/6, 4/7, 5/8. Veto Power: Veto any resolution (except for the unalterable rules constrained by the founding constitution) with more than half approval within 7 days after the resolution result is confirmed. Formation: The 0th term is the initiator; the 1st term is 5 Guild Heads to ensure overall balance; under normal circumstances, elections are held every six months, with at least one Sword Holder per guild; each election can add 0-2 Sword Holders, with a maximum of 9.

Main Body

This vote will form a guardian organization interspersed among various guilds with governance and resolution functions according to the white paper's definitions of Governor and Sword Holders functions and conditions.

Sword Holders are served by the five Guild Heads, and Governors are served by Guild Heads, Group Leads, and other core members. This proposal election will also clarify the functional structure and office members of BuidlerDAO S2 season.

This proposal defines the governance guardians for BuidlerDAO S2 season but does not involve specific financial matters.

Result Measurement

This proposal does not involve specific project performance, but as stated in the proposal text, this vote will form the functional structure and office members of BuidlerDAO S2 season.

Currently, there is no mandatory exit cycle defined for Governors and Sword Holders, but the quarterly budget and results review will be an important benchmark for results. Specific situations are based on the requirements of the latest version of the white paper.

Governor Exit Method: Besides voluntary exit, if they do not participate in voting for a long time or violate community rules and interests, an "internal consensus" vote can be initiated by the Guardians. Sword Holder Exit Method: Besides voluntary exit, if they do not participate in voting for a long time or violate community rules and interests, an "internal consensus" vote can be initiated by the Guardians and then a "full-member decision" vote. When a Sword Holder exits, a new one needs to be added.

Based on the statistics of on-chain public addresses (Buidler Reputation (BRP) Token Tracker | PolygonScan), the current number of $BRP holders is 127, the number of Citizen and above is 79, and the Voting Power is 39,956.4 $BRP.

Voting approval standards:

  1. Minimum number of individual votes: 20% of Citizen and above (number > 15)
  2. Minimum reputation of individual votes: 20% of the total reputation of Citizen and above (voting power > 7991.3 $BRP)
  3. Voting approval rate: 60%
