Give Delegate Joao authority to apply to OP Onchain builders on behalf of ZRX protocol

The proposal gives Joao the authority to represent the ZRX protocol for OP Onchain Builders. If this proposal passes, Joao would be empowered to complete the necessary forms with the consent of the ZRX community.

If funds are allocated to the ZRX protocol from OP Onchain Builders, Joao plans to work on establishing a framework to retroactively allocate funding for projects contributing to the ZRX ecosystem and to foster a ZRX developer community.

Some proposed ideas include:

• Initiating a Gitcoin round with matching funds.
• Organizing a Giveth round with matching funds.
• Directly rewarding past projects for their contributions to the ZRX ecosystem.

To facilitate discussion and decision-making, a forum post will be created to gather input and opinions on the potential allocation of funds.
