Treasury to collect more IreneDAO NFTs

Summary Treasury will allocate 2 ETH to High Council to purchase IreneDAO NFTs unannounced and use them to gain exposure for IreneDAO.

Motivation We would like treasury to own as many IreneDAO NFTs as possible for promotion and marketing purposes. They will play a key role when onboarding new influencers into IreneDAO and doing collaborations. It shouldn't be considered as a sweeping type of action, but a strategic purchase at the right time, led by Napoleon.C & High Council Members. The primary goal is not to raise the floor, but to acquire more supplies for treasury when markets are down.

Proposal We propose to allocate 2 ETH at discretion of Napoleon.C and other High Council Members to purchase additional IreneDAO NFTs unannounced and utilize them for marketing purposes.
