Community reward: CIA Officer for general excellence

CIA Officer has been a core contributor to Lobsterdao for a long time, both prior to the NFTs in the chat, as well as currently in the more "official" DAO that we have now.

He helps manage all aspects of the community, helps to organize the biweekly DAO calls, is involved in multiple partnership discussions, and much much more - in other words, when it comes to lobsterdao, he does it all.

He also contributes a lot to public goods including many extremely helpful github repos:

So not only is he a crucial lobsterdao contributor, he's also contributing in a useful way to the broader crypto landscape as well.

For all the above reasons, I propose we compensate CIA Officer with 3 lobsterdao nfts to be minted by the multisig - this is not meant to be taken as a 'fair' level of compensation for his contributions (otherwise we would pay him 10s if not 100s), it is just a small token of appreciation. It is in line with some of the other rewards we have given community contributions, so it seems fair to me.
