Recompense for Ivan

Ivan mistakenly burned his lobs and as the father and brainchild for the whole community we should come together and find a way to return his stake to its former glory.

First, I'd propose the DAO convert 90% of the ETH in treasury into stETH so that the treasury is productive and earns interest.

Second, I propose that the DAO use half of the remaining ETH in treasury to sweep the lobs floor and send those lobs to Ivan.

Finally, I propose that the interest accrued to the treasury is used to purchase floor lobs off the open market for Ivan, at an irregular cadence, for a period of 500 days.
