Accept a Bilateral Council to administer the 999/10K Social Club

The 10k club is a new club founded during 2022, and is now going back to basics to establish the club structure for the rest of this year and the years to come. The club was founded on a premise of decentralization, it is a self-regulated and community driven social club for holders of 3 and 4 digit numbers ENS names.

As it has scaled and grown, we have become well-respected as one of the key social clubs within the ENS ecosystem. Today it is our responsibility to create a structure for our club’s core team to operate and set an example for the rest of the ENS ecosystem as to how such a club can be run by its community.

The mechanism that will be voted on is designed to promote more transparency and accountability, to give the community true choice of direction, and prevent a small cohort of members from appearing to be “in control” of the club. The culture we want to cultivate is a global community where all members are welcome to give their input and help guide its direction and future.

The following is a snapshot proposal to vote in a bilateral council of 999/10K club gatekeepers.

This bilateral “council” would be seen as leaders of the 999/10k club, and they would make decisions together to administer it and guide its future direction.

  • The council would be made up of 6 members.

  • 3 of these members will be 3 digit holders (999)

  • 3 of these members will be 4 digit holders (10K)

  • The council would be responsible for the 10k Club Discord administration.

  • The council would be responsible for the @10kClubOfficial Twitter administration and posting.

  • The council would be responsible for making decisions around the addition or removal of operational mods and Admins.

  • The council will be responsible for creating a Discord Code of Conduct for the 10k Club.

  • The council can define its own roles, and create new snapshot proposals as a council if they need community input on something.

  • The council members must hold at least one 3 digit ENS Name to be eligible for one of the three 999 council spots. And at least one 4 digit ENS Name to be eligible for one of the three 10K Council spots. When self-nominating they need to include their qualifying ENS name, and while they are on the council, they should continue to hold at least one of these assets at all times depending on which council position they hold.

  • If they sell their only digit or transfer it without proof of wallet ownership, or simply wish to resign the council role, they will forfeit their position and a new vote will be triggered by the community along with nominations for the remaining period given there is sufficient time to conduct such a nomination and interim vote.

  • If an interim vote is to be held, sufficient time to conduct this means that there is more than 1 month remaining in the period the current council has left to serve. This gives time for nominations and snapshot vote.

  • In addition to the per-requisite of holding the corresponding ENS digit, any nominee must attend a public voice or video call with the community which will involve a notable community member asking questions to the nominees and they must provide a response in Q/A format. This may be over twitter, discord, meet, jitsi or another technology.

  • Council nominees may not be nominated for a position in both the 999 and 10K, and furthermore a single person cannot occupy two seats. The discord mods have the right to remove nominations that are joke, defamatory, or duplicate.

  • The council would be re-elected every 6 months. This can be changed in the future with another vote by 999 and 10k club members.

  • If there is a stalemate where the council cannot make a decision, and is tied 3 - 3 in an internal vote, a general snapshot proposal will be called for the wider community to make these important decisions in extraordinary situations. This may involve using a full club weighted vote if an only-999 and an only-10k vote results in more stalemate.

  • Upon completion and acceptance of this first snapshot, a self-nomination period will start, and the actual council will be voted by the 999/10K community in a second snapshot proposal and then every 6 months afterwards.

  • To make changes to the council (number of members, duration, responsibilities) another snapshot proposal must be announced publicly to the club in the future and voted on by a significant portion of the club to make this change.

  • To gather suitable nominations for the council, the current mod team will open up a 10k club member only discord channel (slow-mode) to self-nominate and provide 1 message with their “platform” or message for the community as to why the community should vote for them. Discussion can take place on the 10k channel itself or on other platforms. Nomination of other members may take place in the normal 999 or 10k chat room or common channels but the user must commit their self nomination to accept this.

  • Council main responsibility: Ensure that no unilateral decisions can be made by anyone within the 999/10K community. Work as a team to keep building the club and on-boarding new members.

Discord structure under the council:

  • Discord will have two Admin OPERATORS. At least one of these should be a council member.

  • These 2 admins are in charge of day to day operation of the discord

  • Below the 2 Admins, there can be 5 mods as it is currently

  • The 2 admins can nominate their own mods, and along with them make decisions for the day to day operations as per the code of conduct outlined by the council

  • The council can vote to add or remove any admins or mods, if they feel the need to intervene. Or change the number of mods that are necessary, as they can change the structure of discord administration if they see fit. If during a vote, there is a stale-mate between council members, a weighted community vote may follow.

  • The council should be able to view all public and holders (999 AND 10K) channels in the discord to properly oversee what is happening, so there are no secrets from the council.

Twitter structure under the council:

  • Twitter will have 2 council members with credentials. One of them is responsible for ensuring that twitter is active and posting, whether this be them personally or electing a social media manager with ability to post-only through a special application.
  • This is to mitigate that no one is “abusing” the twitter account and the community for their own motives, etc. These responsible community members must ensure that things run smoothly. The council can change the structure of twitter administration if they see fit.

If you have a 3 or 4 digit number, please take this time to cast your vote and help us as a community grow. It is not what the 10k club can do for you, ask what you can do for the 10k club.

Details like # of council members or duration etc can be reconfigured by future snapshots, the important thing is that we get some structure in place so we can accommodate the growing community. As the council starts to operate, they will work with the community to identify any pain points and address them for the benefit of the social club.

If this vote is accepted, within 24 hours of the result - the nomination channel will be opened in discord to accept nominations for approximately 1 week. Once the current mod team is satisfied that people have had sufficient time to self-nominate, during this week of time the QA session will be held, and the following second snapshot proposal will start with all names included in the nomination channel and that participated in a community QA session included on the snapshot proposal vote.
