what would an attempt to censor the underlying art be like, and how will TOS be enforced w/o it?

this piece explores this idea

(2/x) images can be represented by hashes which can be decoded to reveal the image. this piece shows the process of censorship, takedown, and revival via the hash of an image of #17707.

it then depicts the decoding process, showing the permanence of the hash
