DIP0004-Muti-sig wallet signer election

https://etherscan.io/address/0xd06a5d3bae616fdaf9fd0fe9dcdd14b2aa097155 Our multi-sig wallet is currently with 4 signers, one is club721 address which has been upfront all the gas cost of the wallet, contract creation, etc. The other three are the core contributor of Club721, 9x9x9, 88888888,7777777.

The first stage will be adding additional 5 signers, and making it a total of 9 singers, so to transfer any fund out from the DAO vault we will need 5/9 signers. The second stage will be reducing the team signers from 4 to 2. (should happen in Q1 2022 when DAO is more stabilized)
