DIP0002- Minting
Allow a certain amount of ETH in a minting wallet that does not need additional votes to be spent in minting hyped projects.
If the DIP0002 turned out to be yes-allow, there will be another DIP to determine the amount we should put in the minting wallet.
Pros: 1:Able to mint time-sensitive mints 2:Would be able to better prevent information leak.
Cons: Centralized power in Club721 Dev
