8IP#11 - Rotate multisig signers

Replace the two inactive multisig signers with new people. After an open call on Twitter and Discord, and careful consideration, we’ve selected two candidates: Alan Stivelman and Amadeo Brands.

Motivations:

The multisig has been effectively operating as a 6/9 with two signers being inactive. We got to a threshold where we need a rotation to avoid risks of delays in the development of 88mph decentralization, especially with what comes next with 88mph v4.

Specifications:

Replace Felix Hartmann, Dan Matuszewski with Alan Stivelman and Amadeo Brands.
