Approve bounty of xSUSHI's incident

As described on the analysis of xSUSHI's incident here https://governance.aave.com/t/analysis-of-xsushis-incident/6335 a bounty of total $100k was proposed, divided equally between 2 researches of other communities, @flashfish0x and @nipun_pit. This vote is a request for approval of the Aave community to release the aforementioned funds. The practical payment will be coordinated by @eboado (Aave governance forum) and the Aave Grants DAO, with the funds forwarded from the allocation of the last.
