Poll A - Quorum methodology: fixed or continuously calculated?

Option A - Fixed until amended by governance vote. Predictable and legible. Efficient only, if paired with a recalibration trigger (annual governance review or a greater supply changes (e.g. 20%)). Centralized, without constant flux.

Option B - Continuously recalculated against eligible VP. Self-adjusting as token distribution evolves. Always proportionate to current supply. Requires a precise, manipulation-resistant definition of "eligible VP". It's a non-trivial communal governance effort, true to decentralized DAO-governance.

Regardless of outcome, the Galaxy tier threshold will be set to remain functionally equivalent to the current 7.2M VP benchmark. No regression in governance security is crucial. This poll determines methodology, not the protection level.
