Elect DAO facilitators with a realistically reduced pay rate

Body: Host an election for 2 new dao facilitators and override/nullify the old model where 4 people are being overpaid to do something relatively simple.

Expectations: (1) person hosts the DAO meeting for 1 hour on Saturdays, assumes a note taker role, records the meeting, and publishes AI driven summaries with some revision. The expectation is that this follow-up work will take (1) hour per week and compensation will follow a set rate of $70 per meeting ($35/hour).

Total request: $70*52 = $3640 USDC

An election will be hosted following the passage of this coreprop if it moves beyond a signal proposal. And the total sum will be split between two people paid out on a monthly basis after completion of meetings.

Motivation: This DAO cannot afford to lose anymore unnecessary funds and paying someone $35/hour is MORE than enough to have quality meetings, and compensate a few people for their time. Should either individual not be able to perform their duties on a given week the 3rd most voted person will act as an emergency fill-in and be paid for each meeting they host.
