All future votes must include the option to abstain

I have seen some proposals that I neither agree or disagree with, more importantly, I feel in some cases that voting No implies that you agree with the reasons outlined for voting in the negative on said proposal, this is something I find could be misleading and possibly derail good governance down the track.
