Creation of the treasury oversight phalanx

Following internal discussions and alignment, this is a formal vote to merge the current treasury and liquidity phalanxes into one. The new phalanx is called treasury oversight and will focus on strategic utilization of the protocol treasury, set standards, best practices and prepare for onchain governance and core protocol upgrades.
