White List MahaDAO ARTH/OHM for Flex Loans

MahaDAO has applied to be whitelisted for Flex Loan. They will create the pool with their stable token ARTH (ARTH/OHM), and they will market buy the required gOHM.

Since they are market buying gOHM, there is basically no additional risk involved and the treasury oversight team recommends to grant them approval.
