Fill up WETH-gOHM liquidity on Arbitrum to $5m

Adding liquidity to Arbitrum WETH-gOHM pool has been discussed in partnership and policy meetings. Liquidity depth are currently limiting protocols on how much gOHM can be used in the Arbitrum ecohmony. Proteus incentives have previously been adjusted and redirected to Arbitrum WETH-gOHM, and currently the liquidity is at $1.4m. A goal of keeping liquidity at least at $5m has been expressed. On Ethereum L1, the liquidity ratio has dropped below 0.2, which motivates adding the liquidity from reserves instead of moving from current WETH-OHM liquidity pools.
