Bond Phalanx: Add Capacity

Add an additional $281k bond per day to fill out the remainder of this week. Max payout is around $70k.

Ohm is currently around 22% profit margin. Following the framework we can adjust capacity to 2x the amount required to meet the 120 MA per OIP-94. Dai required is 265k. So 2x is 531k, we currently have a bond that'll do 250k per day for the remaining week, which leaves us with room for a $281k new bond.
