Use Convex Rewards to Acquire veBAL/ AURA

Summary: Acquire an initial Balancer Governance Power through Aura acquisition.

Proposal: Use Convex rewards to fund Aura purchase. Those rewards are valued at around $450K at this time. Aura is currently 85% more efficient than veBAL in terms of governance power controlled per $ spent.

Note that CRV rewards will be locked into $CVXCRV , resulting in a 5% loss of value. This will help Olympus mitigate risks of being considered a parasitic farmer by Convex Team.
