Temporarily remove all DAI from Aave prior to the Merge

Potential ETH instability during/after the Merge increases the risk of losing our DAI in Aave.

This proposal is to remove the DAI Olympus has deposited in Aave. On a weekly basis the Treasury Oversight team will analyze ETH volatility to determine if/when a good time comes to redeposit (subject to another snapshot vote)

We don't give up much in terms of DAI gains by removing the DAI for a few weeks, and completely eliminate the risk of holding in Aave during potentially extreme volatile period of ETH.
