OIP-95 First seeding of Fraxswap OHM-FRAX pool

OIP-95 proposed: Remove 9.5m DAI and equivalent OHM from DAI-OHM pool, and add 9.5m FRAX and equivalent OHM to FRAX-OHM pool on Fraxswap.

This proposal is for execution of OIP-95 to be done in steps with the first step being $333k from reserves and that mint & sync is enabled on the pool.

Future migration steps to be decided in later proposals.
