Lower ACS Farm transaction fee from 10 ACS

The Farm transaction fee was intended to incentivise longer term staking, and also reduce the pressure for users to farm on an hourly/daily basis.
As the value of ACS has gone up, the farm transaction fee has also increased in value. Emissions have also been diluted as we doubled the number of Vaults and Farms with the new Venus Vaults.
Should we reduce it, and to what level?
