Allocate 3% of ACSI emissions to ACryptoS project treasury

The ACryptoS project treasury has been funded from 3% of ACS emissions: https://vote.acryptos.com/#/acryptos/proposal/QmZzvi47cca4YmvSTxtqa4K5StDKyFUsN6rgJZUGGAxeg1

The treasury support all ACryptoS products, and both ACS and ACSI holders have ACryptoS governance rights.

This proposal is to allocate 3% of ACSI emissions to the ACryptoS project treasury.
