Aggregate ACS rewards into one pending balance

Currently ACS staking rewards are harvested per vault. This proposal is to aggregate ACS rewards across all vaults into a single pending balance which can be claimed with the usual harvest fee.

Why?

Save time, gas and ACS fees from harvesting from multiple vaults.
Make it easier and encourage more frequent compounding of ACS into the ACS vault.
Encourage smaller investors who wish to diversify across multiple pools into the ecosystem.
