Allow users to vote on how ADDY rewards are distributed?

ADDY/ETH LP currently receives 150 ETH in ADDY rewards each week. However, ADDY lockers in the single-ADDY lock contracts (Lock Plus/Basic) get no extra ADDY rewards. If this proposal is approved, ADDY rewards would be distributed based on the % of users that vote to reward single locking or ADDY/ETH locking. For example, if 60% of users vote for ADDY/ETH LP and 40% of users vote for single locking, then ADDY/ETH LP would get 90 ETH in rewards and single locking would get 60 ETH.

Votes would be held each month to determine the reward split.
