AELIP-38: Upfront Deals Large, Custom Allow Lists

This vote is to ratify AELIP-38 the full text of which may be found here: https://aelips.aelin.xyz/aelips/aelip-38.

This AELIP proposes to use a merkle tree to add a new type of upfront Aelin deal with a large custom allow list (e.g. 100K addresses) with different allowance amounts per address. The current allow list feature uses an array can only handle a small amount of addresses (under 50).
