AELIP-47: Remove Require Statement

This vote is to ratify AELIP-47 the full text of which may be found here: https://aelips.aelin.xyz/aelips/aelip-47.

The proposed AELIP aims to remove a single require statement which helped avoid precision loss but is not necessary and removing it allows more flexibility and supports an upcoming pool.
