AELIP-45: 6 month council terms

This vote is to ratify AELIP-45 the full text of which may be found here: https://aelips.aelin.xyz/aelips/aelip-45.

If passed, this AELIP will increase the duration of the Aelin Council from 3 month terms to 6 month terms.
