AEIP - 2 Governance Process

This proposal aims to formalize a governance process for AEmbassy.

The Governance Process will follow two phases: Phase 1: Discussion and Temperature Check Phase 2: Snapshot Vote

If the proposal passes this vote it should be noted that governance processes will remain open for discussion. We can always update, upgrade, and innovate - pending discussion, temp check, and a Snapshot Vote.
