Pause STAKE Borrowing in Agave

In the past few weeks market liquidity for STAKE has fallen quickly, including in the Agave platform. This places a lot of burden on liquidations and makes it also extremely dangerous for users to borrow STAKE in these conditions, since there may be a void of the liquidity necessary to pay back the interest.

The recommendation is to obviously pause the borrowing of STAKE completely, at the same time that we enable it in GNO.

STAKE will still be available to be used for Collateral after this but not for long since oracle reliability compared to onchain prices is starting to lower below what Agave would like to operate in.
