Add $FOX as a collateral to Agave protocol

This proposal intends to gather the community consensus about adding a FOX Market to Agave on Gnosis Chain. The configurations suggested are: { optimalUtilizationRate: 0.45% baseVariableBorrowRate: 0, variableRateSlope1: 7%, variableRateSlope2: 300%, baseLTVAsCollateral: 55%, liquidationThreshold: 65%, liquidationBonus: 10%, borrowingEnabled: true, stableBorrowRateEnabled: false, reserveDecimals: 18, reserveFactor: 20%, } These have been discussed on discord and there seemed to be consensus. For comparison, these are same as GNO.
