AGIP 27 - Increase Reserve Factors to 50%

AGIP 27 seeks to increase the reserve ratio significantly to 50% in order to decrease the incentive to deposit assets in the lending pool, while maintaining the same liquidity requirements for the users with open loans. In the Frozen assets LINK and FOX it will be moved to 0% because it's not worth capturing or has any significant impact in repayments.

Interest rate for depositors will be decreased but borrowers rate curve is maintained.
