1:1 Pulse for PulseX swap

Hello

I have this proposal which I think should help the Pulsechain community benefit the most from both Pulse and PulseX before these two token become tradable.

I'd like to put to a vote the proposal to allow those who sacrificed for Pulse and PulseX to swap their tokens at 1 to 1 ratio before the snapshot takes place.

In recognition for their sacrifices, it is only fair to allow both a chance to get some of both tokens without having to compete for this just like those who haven’t sacrificed for neither Pulse and PulseX.
