Boule Plus: Allocate part of Boule Council rewards based on community vote

Summary

We propose that 150k of the standard Boule Council ALD allocation be distributed each epoch to three Boule Council members based on a vote. ALD holders would vote for members they think best contributed to the Aladdin community outside of their usual research and voting responsibilities. Each of the top three vote-getters in a snapshot vote each epoch (2 weeks) would be awarded 50k xALD tokens.

NOTE: the total allocation for Boule Council members stays the same, this is a reallocation only of tokens already earmarked for Boule Council

Motivation

Under the current compensation structure Boule Council members are only rewarded based on protocol performance and their voting history, as described in the Aladdin docs. In fact, Boule Council members are uniquely positioned to participate and help in other ways, like amplifying Aladdin public messaging or engaging with the Aladdin community via Discord and Twitter, or in any other ways that the community deems beneficial. These types of behaviours should be encouraged and rewarded.

Snapshot voting on the above proposal will be open to all ALD token holders, including holders of ALD LP positions and unclaimed ALD from LP, farming positions, or contributor allotments.

Next Steps

The new proposal will be implemented if it has more than 50% support at the end of the voting period. Community-voted allocations will begin in the first epoch after the new tokenomic system is launched. Rewards will be distributed after each vote in xALD with a 3 month vesting period.
