[TEMP CHECK] Frax Base Pool AMO and alUSD Collateral

This vote will signal to the Alchemix core dev team whether or not to pursue development of a FraxBP AMO and a Frax Vesper vault as collateral for alUSD.

If the Alchemix community is in favor of this direction, a more detailed proposal will be presented closer to the launch of these smart contracts.
