[AIP-36] Parameters for Alchemix v2 Guarded Launch

A vote "for" authorizes these initial parameters with the expectation that they will be updated with community-selected parameters after the guarded-launch phase is complete.

A vote "against" doesn't authorize these initial parameters for the guarded launch and indicates a desire to find an alternative approach.
