[AIP 108] Alchemix Grants Program Via Questbook

This proposal requests a maximum budget of $100k of ALCX (approximately 5k ALCX at today's prices) for the Alchemix grants program, to last a minimum of 3 months from the launch of the grants program

Once a majority of these funds have been spent, a new proposal will be launched to evaluate this initial grants period, the outcomes, and the spending, with a recommendation for a future framework, in terms of management, community involvement, and budget.
