MIP - 2: DEXtools funding

The next step for Mikaboshi appears to be the DEXtools update to boost visibility/score for new & old users which will help us achieve our CoinGecko and CoinMarketCap listings. While the initial plan was to wait to complete this task until other tracking sites were showing Mikaboshi it has been found that other metrics must be improved prior to their inclusion of Mikaboshi. This proposal will allow the DAO to pay the fee to DEXtools for the inclusion of information that represents the DAO.

The payment from the DAO will be 0.4ETH OR 3k DEXT, whichever is cheaper at the time of submission in USD value if approved. This proposal is a simple Yes/No option to fund the payment required from DAO funds.
