$WALLET distribution: stop counting ADX-LOYALTY as staked ADX

As part of the early users incentive, 10% of the total $WALLET supply is continuously distributed to ADX stakers, in order to incentivize the AdEx community to use Ambire Wallet.

Since the ADX-LOYALTY pool was discontinued, there's no more incentive for anyone to keep ADX there.

As such, we propose not counting it as staked ADX for the $WALLET distribution to ADX stakers.

Of course, the ADX-STAKING pool will still count as staked ADX.
