[AIP 13] Funding the Anata Prop House

Let's be honest, DAOs can be a bit clunky. Proposal phase, discussion phase, garnering enough attention and interest to get it passed. It's time consuming and slow to act. So, let's try something new.

Prop House is an experimental way for us to fund builders and make cool stuff.

To kick off our first funding round, I propose we mirror nounsDAO with a "3E x 3" round. The DAO will set aside 9 ETH in total to be distributed to the top 3 voted upon ideas. First round will be open to any and all proposals with no specific mandate. Props will be voted upon strictly by Anata holders.
