[AIP3] Fund The Revealed PFP Project

AIP2 to fund a secret PFP project concluded as NO

Since then a deck has been distributed within the DAO for holders to learn exactly what the project is and how it works

This vote is to allocate $1.2M of ETH as a maximum budget towards executing on the project

Expected delivery of the airdrop and revealed art is 3-4 months
