Reimburse Tia for Shiesty's Reward

Idea Summary:

• A mistake was made, and Shiesty's reward could not come out of the budget for MyCelium, as originally was the plan. To expedite the process Tia put forward the money for Shiesty's reward out of her own wallet. We need to repay her that 2 ETH out of the DAO.

• This benefits the DAO, as it did originally... We reward those that provide value. And we reward generously to those that provide incredible value as Shiesty did with all of his work to create the Marketplace. When we value those that provide value, it creates a vibrant community and encourages people to make the clubhouse as great as possible.
