Proposal: FEI is one of the collateral for the Angle Protocol. With the new veANGLE system, smart contracts cannot own veANGLE.

The FEI Core Team has prepared a smart contract to own veANGLE and that will be used by team to incentivize FEI related gauges in the protocol: https://github.com/fei-protocol/fei-protocol-core/blob/feat/metagov-angle/contracts/metagov/AngleDelegatorPCVDeposit.sol

1. For: Yes, we should whitelist this smart contract to own veANGLE
2. Against: No, we should do nothing
